In today's world mobile devices and tablets are used mostly used for web browsing. Be it searching for particular information on the net or be it online shopping, users are intended to use mobile devices than traditional laptops and computers. So to reach every user you need to make your website responsive for all kinds of screen sizes. That said, Google might want to improve their overall search engine service by providing most relevant results to their users.

As you can see in the attached image it is only saying that "Rankings in mobile search results will change..." and according to me the rankings for search results made from mobile devices will only change, though I am not sure about that! but those words can be interpreted in this way. As per Google's official blog it says "Starting April 21, we will be expanding our use of mobile-friendliness as a ranking signal. This change will affect mobile searches in all languages worldwide and will have a significant impact in our search results. Consequently, users will find it easier to get relevant, high quality search results that are optimized for their devices."
So keeping in mind mobiles and tablet devices (or devices with different screen sizes!) are increasingly used to surf the internet it is the need to give some importance mobile friendly sites and it is also in the interest of all bloggers to reach the wide user base.
But as of now there is no official confirmation as to how Google will penalize the site which are not mobile friendly. They might not penalize the site for search results when it is made from the normal screen size devices like computers and laptops but they will change their ranking for mobile search results.

What you could do to avoid the penalty from Google search engine?

This is the latest update to Google's search engine update and you might be looking for ways to retain your traffic or your current page rank. Well there is simple way to do this and that is make your website more mobile friendly by different techniques available in the market like Bootstrap or HTML5/CSS3.
Well that might be problem for very large sites and it could be very difficult to make changes in those site. But If you consider Google's coverage of about 85% search engine market you have to do it for yourself!

Google has also provided a way to check whether your website is mobile friendly or not? If you are owner of blog and if you use Google Webmaster tools then you check the same in your Webmaster's dashboard.
So whether you like it or not you have to change your blog or website as per the Google make changes to its search engine algorithm. Google is very much dedicated to provide quality search results for its users and current changes are according to changes in users behaviour. As the use of mobile devices and tablets is increasing day by day and Google has made this changes to provide quality results for their users.
